
When considering whether to upgrade your fort, the price of the upgrade is quite hefty considering the other buildings that can be built with that cash. While these towers are not the best defence method available, they still fire constant their unlimited arrows at the enemy which can be useful when fending off small groups of ashigaru since they are poorly armoured. Upgrading your fort in Shogun 2 will only provide those flimsy paper tower that are sitting targets for the enemy artillery or for enemy troops to walk up and throw fire at it, and like all structures they also explode upon destruction which takes out nearby troops (both friendly and hostile). Upgrading the fortification level of a town on the campaign will directly result in the castle having an extra tier of gates and inner ground, which means the attacker would require to cover more ground or scale more/higher walls to reach the center/ tenshu.
